Ocean-Based Climate Solutions Act of 2021
Purpose
To direct the Administrator of the National Oceanic and Atmospheric Administration to provide for ocean-based climate solutions to reduce carbon emissions and global warming; to make coastal communities more resilient; and to provide for the conservation and restoration of ocean and coastal habitats, biodiversity, and marine mammal and fish populations; and for other purposes.
Summary of Selected Provisions
- Establishes a Blue Carbon Program within the National Oceanic and Atmospheric Administration responsible for researching ocean-based carbon sequestration and its effects on marine ecosystems
- Creates interagency efforts to, among other activities, develop a national blue carbon RD&D strategy; create a national policy to protect 30% of the ocean by 2030; coordinate the voluntary relocation of communities impacted by sea-level rise; and offer prizes to advance understanding of ocean acidification
- Establishes several grant programs to support the restoration and protection of blue carbon ecosystems; collection and analysis of local climate change data at universities; improvement of Indigenous communities’ resilience to the effects of climate change; climate research that incorporates Indigenous and local knowledge; and the development of technology that reduces underwater noise from vessels
