Flood Level Observation, Operations, and Decision Support (FLOODS) Act
Purpose
A bill to establish a national integrated flood information system within the National Oceanic and Atmospheric Administration, and for other purposes.
Summary of Selected Provisions
- Directs the National Oceanic and Atmospheric Administration to establish a “National Integrated Flood Information System” to improve flood monitoring and forecasting and issue early warnings
- Directs NOAA to conduct an assessment of the National Weather Service’s flash flood watches and warnings that focuses on risk communication
- Establishes an interagency committee to identify research priorities, improve data management, support workforce development, and develop plans for water-related infrastructure investments
- Establishes a fellowship program in hydrologic research that places graduate students in positions in federal agencies for up to two years, with preference for students from minority-serving institutions
