BASIC Research Act
Purpose
A bill to provide for Federal research grant reform.
Summary of Selected Provisions
- Provides that federal research grant review panels should include at least one individual who is not an expert in the field of the grant application, and at least one individual serving as a “taxpayer advocate”
- Establishes a new position of Special Inspector General and Taxpayer Advocate for Research, to be created from the existing National Science Foundation Office of Inspector General
- Incorporates open access provisions from the “Fair Access to Science and Technology Research Act”
- Directs that all research grant applications be made publicly available
- Prohibits research grant applicants from recommending review panel members
